After completing the `Reunification of Skyrim` quest, Brunwulf Free-Winter will become Jarl of Windhelm. The Dragonborn must speak to Brunwulf, and Brunwulf will offer the title of Thane contingent on them helping five people of Windhelm and purchasing Hjerim from Brunwulf’s steward. I went all the way through the civil war thing and im still not able to buy the house despite being offered to. Im thinking it might be a better idea to jump ships to the imperials. I hear the imperial jarl is easier on letting you buy the house. You can still get the house after you complete the Civil War.
Talk to Wujeeta near the Riften docks to start this quest. Once Farengar has the Dragonstone Tablet, the Jarl will permit you to purchase Breezehome from Proventus Avenicci for 5,000 Gold.
