Once someone is chosen and you are thanked, the house is buyable. If the graveyard scene is not triggered by this, there’s little hope you can trigger the quest at all. The ‘first’ house that players can purchase in Skyrim is in Whiterun. The home is called Breezehome, and players can purchase it after they have successfully killed the dragon that appears at the watchtower outside the city. From there, they need to talk to the Steward of Whiterun to purchase Breezehome. Lakeview Manor is easily one of the best houses in Skyrim, and it’s one of the least expensive.

After completing the `Reunification of Skyrim` quest, Brunwulf Free-Winter will become Jarl of Windhelm. The Dragonborn must speak to Brunwulf, and Brunwulf will offer the title of Thane contingent on them helping five people of Windhelm and purchasing Hjerim from Brunwulf’s steward. I went all the way through the civil war thing and im still not able to buy the house despite being offered to. Im thinking it might be a better idea to jump ships to the imperials. I hear the imperial jarl is easier on letting you buy the house. You can still get the house after you complete the Civil War.
Talk to Wujeeta near the Riften docks to start this quest. Once Farengar has the Dragonstone Tablet, the Jarl will permit you to purchase Breezehome from Proventus Avenicci for 5,000 Gold. Breezehome can be further upgraded by purchasing an alchemy lab and furnishings for your rooms. Purchasing every upgrade costs 1,800 Gold, making the total Gold investment for Breezehome 6,800 Gold.
